There are many terms in use when referring to environments that are involved in the management of the learning process: VLEs (Virtual Learning Environments) and MLEs (Managed Learning Environments), PLEs (Personal Learning Environments), Learning Platforms, CMS (Content Management Systems) etc.
As the JISC (Joint Information Systems Committee) Steering Group explain: "While recognising that the world at large will continue to use terminology in different and often ambiguous ways, the Steering Group recommends that the term Virtual Learning Environment (VLE) be used in our own discussions and specifications to refer to the components in which learners and tutors participate in 'on-line' interactions of various kinds, including on-line learning.
The Steering Group further recommends that the term Managed Learning Environment (MLE) be used to include the whole range of information systems and processes of the College (including its VLE if it has one) that contribute directly or indirectly to learning and learning management".
An MLE might consist of a range of software and systems that are linked and contribute to learning management. A VLE refers to a specific piece of software that enables learners and staff to interact, and includes content delivery and tracking. This is illustrated by the following diagram:
In the schools sector the Government’s e-strategy, 'Harnessing Technology: Transforming learning and children's services', sets out targets for ensuring that better use is made of information and communication technology (ICT) in schools to improve standards, pupils’ interest in learning and use of teachers' time. To help meet the targets a Learning Platforms Procurement Framework has been established to allow Local Authorities (LAs) and Schools to purchase from supplier with confidence.
Becta has consciously moved away from discussing learning platforms in relation to virtual learning environments (VLEs), managed learning environments (MLEs), learning management systems (LMS) and so forth since these acronyms make it hard to compare like with like when considering a purchase.
Becta favours defining learning platforms in terms of their functionalities with teaching, learning and management at their centre. The recently published functional requirements and related technical specifications reflect this stance.
It is important for the post-16 sector to be aware of their LA’s plans, as this will impact their ability to receive data at the school/college transition point, with any potential cost saving opportunities and educational continuity benefits.
