Excellence Gateway
The National Learner Panel and the new 14-19 Learner Panel have been set-up by the government to give learners a voice in the development of further education policy and the 14-19 reforms at a national level. The panels are sponsored by the Learning and Skills Improvement Service in recognition of the critical role that effective learner involvement plays in improving policy and provision - both at a national level, and within individual providers.
They bring together learners from different types of learning, of different ages and from different parts of the country to make sure that a diverse range of views are heard. The 14-19 Learner Panel (14-19 LP) explores issues that focus on the 14-19 reforms, whilst the National Learner Panel (NLP) explores a broader range of further education issues relating to learners who have left compulsory education, from those aged 16 to older learners (including A-level students, apprentices, work-based learners and adult and community learners).
Learners may be interested in the panels as an example of learner involvement at a national policymaking level, or because they are interested in applying in future. Teachers or managers may be interested as policies will impact upon provider organisation when the policies are implemented in future, or because they wish to inform learners about the panels' work.
